How to open a private clinic in Dubai?

A medical degree or a Director with a related qualification is needed to start a healthcare business in Dubai. A foreign diploma or degree isn't enough to open a private hospital in Dubai, and it must go through the UAE's certification process. The Dubai Healthcare Authority requires that all employees be completely trained at all levels (DHA).

The Dubai Healthcare Authority was established in 2007 with the mission of regulating and supervising the activities of all medical professions, hospitals, clinics, and other medical service providers. As a result, anyone wishing to open a private hospital in Dubai must first obtain DHA approval.

The steps involved in obtaining a license for opening a private clinic or private hospitals in Dubai:

Step-1 Reserve a Trade name

The first and most important step for any investor who wants to open a clinic and obtain a license is to register a trade name. For trade name reservation, the investor must complete an online application and send it to the Department of Economic Development (DED). After the trade name has been licensed, the process of establishing a clinic in Dubai will begin.

Step-2 Obtain Initial Approval from DED.

After obtaining a trade name from the DED, the investor must submit a second application to the DED to receive preliminary approval from the authorities. The application must be sent with all necessary documentation as well as a photocopy of one's passport. The clinic's architecture design must also receive approval from the Dubai Municipality.

Step-3 Obtain Approval from DHA.

The Department of Healthcare Authority's approval will be the 3rd step. Since the DHA is the primary regulator of Dubai's healthcare systems, their approval is crucial. The initial approval could take up to ten days.

The requirements for initial approval are:

  • Passport and visa copies of the owner and partners

  • Emirates ID of the owner and partners

  • layout/floor plan for the facility, duly approved by the municipality

  • Proposal letter from the owners/partners, or whoever has a power of attorney

  • Affection plan from Ejari or Dubai Municipality

  • Copy of the facility’s trade name reservation letter from the DED or free zone

  • DHA undertaking letter, signed by the owner/partners or whoever has a power of attorney

Step-4 Submit The Documents.

To register a private clinic, the investor or owner must have all necessary documents, such as the Memorandum of Association (MOA), lease agreement, and so on.

Step-5 Get Final Approval from DED.

All completed documents, a photocopy of the initial approval, and the registration fee should be submitted, along with:

  • No Objection Certificate from the owner to assign Medical Director(MD)

  • Final trade license issued by the DED or free zone authority

  • List of the medical director and healthcare professionals

  • A valid building contract

Step-6 Get a License from DHA.

To obtain a DHA license, the final step is to create an account on the DHA portal. The clinic's owner must have the names and contact information of all medical practitioners and consultants who will be working there. The DHA would then check all of the documentation and issue a license to open a private hospital or clinic in Dubai.
